Adds conversions from light oil and petroleum gas to heavier fluids, I tried to keep it in-line with the default factorio costs.

- Hydro Cracking (Light to Heavy Oil)
- Thermal Cracking (Light to Heavy Oil)
- Catalytic Cracking (Petroleum to Light Oil)
