It's designed to be used with the Wind Turbines mod to compensate for the wild fluctuation of power output when only using wind power.

However, be aware that these accumulators are quite expensive (by design), they are not meant to replace the vanilla ones, just to support "Eco" gameplay before the better techs are available.

i assume i can use them without other mods made by you? i already have some other wind turbine mods installed

Yes, of course, it's just an accumulator. Use it with anything that doesn't produce constant energy.
