Wouldnt it make more sense to move this recipe into the cryogenic plant?

It's designed for mid-game use (Fulgora, Gleba, Vulcanus). By the time you get to the cryogenic plant, you're already able to manufacture ice from ammoniacal solution anyway.

Maybe add a more "efficient" recipe then? Like 2x the Ice for the same amount of water or something

The mod the way it is because it matches the melting ratio. That being said, outputting one ice cube at a time should probably be changed, so I'll up the input (it's only water) will be also proportionately doubled or tripled.

Personally, I think it should ALSO be used in the cryogenic plant as well as the chemical plant. Even if it's to have a jump start on water production for new space platforms at end game at either Nauvis or Vulcanus (to jump start making steam for nuclear powered ones, or just for jump starting fuel/oxidzer production on new platforms, all without having to add infrastructure just to ship barrels of water up), instead of having to ship it from Fulgora (ice from scrap recycling) or Aquilo.
