Technically it would be possible.
As for the planets:
- Nauvis: questionable, there are more than enough oil fields everywhere, no matter the map configuration, and with the water pump, you already eliminating some infrastructure challenges.
- Fulgora: questionable, the planet is practically islands in a vast oil ocean. You could just put down an offshore pump (practically just a few meters away from ... well, everywhere) to extract literally unlimited amounts of heavy oil for free (you don't even need to crack it down, it doesn't even cost you electricity) and only have to connect them through short pipes to your machines (because of the islands).
- Vulcanus: nope, by design there are no natural oil reserves here, you are supposed to go through the coal + sulfuric acid production, which in this case is fairly easy. The worms could qualify as organics, but they seem to be made out of tungsten :D
- Gleba: well, f--k gleba :) ... in theory it makes sense, because the planet has organics, which would be an important building block for oil. I could actually understand the frustration which fuels the motivation to bypass the annoying processing of spoilable organics to get to oil-based products, but (honestly) I don't know enough about Gleba (yet) to reach any conclusion.
- Aquilo, maybe? I have no idea ...
So the only potential planets where I could see an advantage would be Nauvis, Gleba, maybe(???) Aquilo.
As for the use cases:
- High quantity oil processing, at the cost of power? Hmm, maybe? You tell me :)
- Supporting flamethrowers without conventional infrastructure? (that would be my number 1 pick here, in terms of motivation)
- What else is there? Rocket fuel out of nothing? Free Lubricant?
I'm not sure yet ...
Maybe you could give me an example in what situation such a mod would make a difference?
