Click on a power pole and see what other energy producers are in the same network. Solar is prioritised over burner.

yep, whole network is the same base. i tried upgrading to tier 3 to see if that made a difference. still not working for me. they don't show in the production screen. is there anything else i can check to troubleshoot? i don't have any other mods that effect the power systems. You can send me your save and i'll have a look. Did you update from an older Version? I don't think that this would have any effect but who knows ...
Remove the mod, restart, load save, save game, add the mod, restart, laod save, see if this changes anything

Is this your most recent Save? You must research the different tiers first. Ive unlocked the first one and it wioked as it should.

that save i sent had the first one researched and placed already by the oil refineries??
this is the first time i've sent a save. i pulled it from C:\Users\Rev\AppData\Roaming\Factorio\saves

It works. Did you check the option that vanilla fluids are burnable (it's the default setting)? Else they cant be used.
The power output scales with demand and steam is prioritized. I can't change the priorization. When there isn't more drain than the steam engines can handle the generator wont do anything and also doesn't show up in the power stat gui.
I've updated the image so you can see that it barely produces anything, basically idling.
