Sheds, Warehouses and Deposits are using inventory "with_filters_and_bar" inventory type, so tall chests opts out of applying to them because game does not support inventory type that has filters, bar and custom stack sizes all at the same time.
Cargo wagons only support inventory with filters, there is no game support for inventory with custom stack sizes for cargo wagons.
