Rubia resolved the softlocks caused by surface restriction mods in v0.69.108 (https://mods.factorio.com/mod/rubia/discussion/68b1d3880e60fcb7ccae01a6).

However, it only breaks the softlocks for mods explicitly named in the constant files, because those are mods where I know the softlocks can happen. By making a newly named mod not in the constants, you reintroduced softlocks that were fixed.

Rubia v0.69.110 already allows biofusion science for no surface restriction mods.

For as long as Biofusion science is blocked by that constants file blacklisting mods I will continue to re-fork as necessary. I reviewed your changes, and am still not pleased for the removal of endgame tech. Lines 146 to 176 of technology-updates.lua

It isn't removed for no surface restriction mods in v0.69.110. See constants.lua lines 27-29
