Technologies modified by mods aren't automatically applied to existing saves.
If you've already researched it, use this in-game command.
/c game.player.force.reset_technology_effects()

This has been changed with the recent update adding new technologies to the tech tree, so everyone can re-unlock them if this was an issue.
