only a thought:
For a legal speedrun only Space Exploration should be allowed!
This is not to say that you can not create a personalized speedrun modpack, only the mod name should be appropriate that it is personalized.

Not entirely true. Mods like milestones and rocket log should be included as part of the speedrun for tracking and metric purposes after the run. If these mods aren't installed beforehand the information isn't available in the save file. Some of the required mods could be explicitly optional but ONLY the optional runs are "valid" for this ruleset.

I don't talk about "striktly no additional mods" ;-) i had rather thought of optional mods that should not be mandatory, especially for those for which there are alternatives, should be optional.
another example: "Module Inserter" mandatory, but "Even Distribution" forbidden?
For a non-personalized speed run mod pack, any additional mod should be accepted/declined by the general public. to enable wide acceptance. otherwise, everyone who does not like the mods, makes his own mod pack, which should not be in the sense of the inventor. you :-)
