Factorio engine technical limitation.
Because bounding box of shield energy intrface is of regular turret (-1,-1 to 1,1), just use power poles with huge power coverage (e.g. substation), you would be able to see that technical shield entity is in in middle and inside the cannon, and would be able to charge it's shield.
