With the current implementation, the technology for the heating tower:
· "Do the same" as the Steam Turbine tech.
· Unlocks "too early": in fact, it unlocks heat pipes & exchangers that are unlocked later with rocket science.

Proposed solution:
· require (also) steam-turbine tech
· no longer reward the steam turbine
· move after the rocket science, to be unlocked as an alternative of nuclear power
