It appears that with any set of efficiency in the mod menu it still shows 40MW of consumption and 40MW of heat, I set 2.5 just like space age but it doesn't appear 16MW of consumption and 40MW of heat, is the efficiency applied?

With a value of "2.5" in the mod settings, I have a fuel consumption of 16MW instead of 40MW. So its something else changing it. Is there any other mods changing the entity? For me its SEI:Heating Tower > AAI Industry > SE Post Process > SEI: Heating Tower

SE Post Process has a script in the "sanity.lua" that was capping effectivity to 1, and in mine post process was changing after sei: heating towers

Maybe a suggestion, only the SEI buildings uses refined concrete to make machines, but most of the SE buildings use Heat Shield instead

I know se pp caps efficiency, but I dont know why its doing it for you and not me, post your save
