The current game version is 2.0.60 - can't even download the mod through the game interface.

You have to enable the experimental Factorio version.
In your steam library: right click Factorio -> Properties -> Betas -> and select experimental - Latest 2.0 Experimental in Beta Participation.

Current experimental version is 2.0.62, released today.

2.0.61 or higher is required because that version added the territory API that makes this mod possible.

2.0.60 is the version marked as stable.
