The more any machines, turrets make something or shoot things the more increases probability that they break down. ANd need to be repair-pack'd to working order OR completely removed and put into a refurbishment building...that can also break down.
That's a neat idea! For Scrappy Industry I'm keeping the scope of the mod fairly tight, it already touches every recipe and so I want to keep it to exactly that. I'm not personally interested in making that mod, but I believe there'd be interest for something like that, as there's precedent for similar and that could make for a pretty cohesive modpack experience. (another example from 1.1)
