Adds steam-based roboports and bots

2.1 update?
I'll get to it eventually. I haven't played factorio in a while. I think the latest version changes some stuff that impacts this mod so it's probably a little more work than just bumping the version number.
If you put this on git we would look at submitting a patch.
I started working on this finally. I think I have it working aside from some graphics glitches. I think I'll finish it in the next couple days.
Updated - Supports Factorio 2.1 - Chests & Roboports now take the steam's temperature into account and use less steam for high temperature stream.
