It's the migration file for 4.13 where it loops over all forces and surfaces and tries to find and catalogue the robot army units into some global lists.
I took it from +-15,000 tiles to only +-1000 tiles for initial scanning, which should have fixed the issue ( much less ram needed).
I will check the files for 4.14/15 and see if those changes are in there, maybe they aren't?
If you go back to 4.13 and it still isn't working then something else is going on.. or your map is just bigger than before and goes over the threshold of your computer being able to handle it.
I will reduce the scan area even smaller, but it's getting to the point where there is no reason to bother and people will just have to have their older spawned units not be as awesome as the new ones with better attack/targetting AI
