can you make this gun available only after researching Military IV not III

you know, military III is already have a combat shotgun, but military IV doesn't provide new weapons so it looks empy and scantily so it would be nice to fill the gap there instead of giving player choice without choice

but, can you give me a tip where i can change rate of fire? I struggle to find this parameter

but i think its pretty balanced when you research laser firing rate

i thought to give it something like 500RPM and significantly decrease damage, but instead just up splash damage from 50 to 100 this means fully upgraded railgun (without space science) should oneshot at least tier 3 biters cause it have 379dmg
