This mod doesn't work for me. In case this is a version thing, I'm at v2.0.61 (space age).

To be more specific: "doesn't work" means, this mod doesn't seem to have any affect at all. It doesn't matter if I load an existing game or start a new one. It doesn't matter if I play with our without space age. Nothing ... the cargo/fluid wagon size is just not affected by quality.

(sorry, but I switched to an alternative mod (Wagon Quality Size), which actually works and has much simpler code)

It works for me but the wagons don't show the storage increase until placed. I also get this error when pasting a blueprint with them in it which crashes the game:

The mod Quality Wagons (1.0.3) caused a non-recoverable error.
Please report this error to the mod author.

Also worth noting: the factoriopedia doesn't show that the capacity scales with size, but it still does.
