An attempt to make Fulgor desired place for quality production.

The mod adds new building "Recycler (with base quality)". The new building can be crafted and placed only on Fulgora. It have the same properties and behavior as the existing Recycler but it has flat quality bonus. The amount of the quality bonus can be changed through the "Base quality value" mod settings (0 - 100).
