So this is the last part for circuit 2 that I need and its nowhere to be seen. Its unlocked with Semiconductor Doping and you can see it in the "effects" but its not in the crafting page.
FNEI sees that the right research has been done but the little name plate for it shows it red as if it hasn't been researched yet. FNEI also shows it being made in a methanol reactor but they also don't have the recipe for it.
