Reskins the multipurpose pipes from PyHT using Niobium Pipes from Py Industry or vanilla Iron pipes if Py Industry is not present.
Currently doesn't work without Py Industry due to a bug in Py HT.

Reuses sprites, only tints them with r=g=b=0.2. TODO: configurable.
