Lets exfret's Randomizer 0.5.5 load on Factorio 2.1.20, where items list their fuel categories in fuel_categories instead of fuel_category. Before the randomizer runs, every prototype with fuel_categories also gets fuel_category = fuel_categories[1]; afterwards fuel_categories is rebuilt from fuel_category.
