But looking at original's mod license - you can make the translation for sure, although I'm not sure you can change the license from GNU GPL v3 to Apache, as it says the changed code should be redistributed under the same license.

You should double check that tho, as I'm not very proficient with licences.

From my side - you have my permission, although you would still have to ask original mod creators (they're mentioned in mod page info) as they made most of the code
