something is blocking foundations from unlocking after researching the cryogenic plant

tested with "only nauvis redux" enabled in creative and space age mods and got the same result as in my current run

also not sure if intended, but land fill is missing

also now noticed after cheating in the research im not able to use foundations as default support material on nauvis when trying to build ghosts on water

I've fixed Foundation tech not being researchable. I forgot to add the Cryoplant as a prerequisite. Landfill being absent is intended behavior, I liked the idea of water being an obstacle until the very endgame. As for the default support material, I couldn't find a way to make foundations the default.
