Picked this up because I have one pesky oil ocean tile blocking a big build I want to drop. It won't let me build the entity (rocket platform) on it and landfill still says it needs foundation. Am I misunderstanding the purpose of the mod?
yes. it does not remove collision layers, so you still cant place things on water without landfill or foundation in your case
