So I looked at this mod's code, and it seems identical to https://mods.factorio.com/mod/no-quality,
except that it doesn't override the "quality_info" sprite.

And this version includes replacing the quality tool-tips in the locale file.

You should make that clear in your description, and/or convince the author of the other mod to integrate your changes.

I did submit this as a PR as well as the these changes were submitted in the No Quality discussion by StephenB, with no reaction from the author.
I have another mod Electric Grid, that requires Quality to be disabled.
