That is what's happening. You can prevent it by disabling the autohide behavior with Ctrl+M and then enabling the minimap from something like the Shorcuts mod. I posted about the issue in that mod's page: https://mods.factorio.com/mod/more-minimap-autohide-017/discussion/67a3a0a352acee873046bbf6
