You can change it in the control.lua:349 (extract zip, change it, repackage)
But even 5 seconds do not help, even though script-time goes way down. Turning of power does not help either. It seems the pure existence on the map kills UpS (10-15UpS loss, just for placing ~100 tubes on a busy but without nixies 60/60 map). Most likely because they are not "normal" structures, but some kind of player-placeholder-thingy. I could even imagine that they cause collision-checks all the time, since they turn in circles on the map. Well, no clue. Nice for testing, but not "mega-base"-viable it seems :(
