Convert standard rails to naked rails, removing the gravel and/or sleepers. Can also change rails to rail remnants for a destroyed look.

Same. It's great for ground rails. Dunno how it will interact with raised rails, but those shouldn't be modded, IMO.
I made a version for Factorio 2.0. It should be able to migrate Factorio 1.x savegames and leave naked rails intact.
