When using this as a cheat to get unlimited legendary items, the problem that comes up, is that you can't get legendary items from recipes that have fluid only ingredients, For example, Sulfur requires petroleum gas and water, both fluids. The end result, you have to get legendary sulfur the traditional way, and as a result, access to other legendary items that has legendary sulfur as an ingredient, such as explosives is also indirectly blocked off.

I like your Idea.
But I am not going to implement a rarity system for fluids.
I will instead add a new recipe to make sulfur out of sulfuric acid and coal.

Slight problem, is that this new sulfur recipe is in the space age exclusive side, not the version that is without space age.

Also, solid fuel is not available either for being able to make with quality. A recipe for that could be 50 crude oil plus a coal, to make solid fuel.
