This mod suffers the same problem all other stack loader mods do. Even if you fill the supply part of the loader with as much as you can, it will still only put 30/32 onto the belt instead of the full 32 each time.
Ive found you can fix this by only allowing the loader to enable when there are >= 128 (or some multiple of 32) in the supply source.
I think it does this half stack behavior because theres not enough in the chest or supply to create a stack and since it doesnt have a single slot inventory like inserters do, it just has to purge whatever it can.
No, it's because loaders do not have a "mouth" like the inserter does. For example, the stack inserter will wait until it has a full stack before it toggles and moves the items from the source to the belt.
