It seems you creating new mods every time you try to upload a new version. To upload a new version you need to click on the button in the Downloads tab here: and then here

This seems to be https://mods.factorio.com/mod/modules-t4 with some strings translated to Chinese. Instead you could have created a mod that only has the translated texts in a language-specific localization resource.
If your intention is to have several variants of t4 modules you could use startup settings instead.
