Adds a separate Cargo Rocket Silo. Cargo rockets have configurable lift capacity and launch cost, using the classic 1.x rocket graphics. Allows for custom rocket sizes.

The localisation string is not quite correct for the entity; an underscore is missing in the parameter part. It is just "_1__" instead of "1".
