You may be missing something, those two inserters are an upgrade to the Stack Inserters (their tech requires Stack Inserters to be researched), they already output the items stacked in belts: https://imgur.com/a/rlELgHj
Maybe you haven't researched the belt stack capacity techs?

I think that is the quantity of items that the inserter can keep in the hand.
