I like the concept but 95% per level seems INSANE to me, especially considering this effectively multiplies bot effectiveness by the in game speed upgrades, and those are 65% each.
Simplest fix to appeal to everyone is have it be a config option, let everyone decide for themselves.
imo this would be balanced at like 25% per level but I'm sure other people have their own opinions
