There is error in Factorio if you try to download this mod.

Also if you try to download via page https://mods.factorio.com/mod/increased-landfill-stack/downloads then it shows 404 error.

Not sure, maybe this is bug of Factorio mod portal?

Can you try upload new version ((just change version number) to fix the problem?
