No, that's not currently supported. Are you looking for a one-time item you have to send to level up, or a once-per-day type requirement?
If it's the latter, I think I prefer scaling to population. For the former, I might actually add that at some point, but I want to improve the interface first. Basically add a GUI that clearly shows the current sustain/upgrade requirements, which can also show one-time requirements.
And tbh I don't think that GUI is going to happen soon.
