Some other mods must be overriding or adding extra conditions, such as surface oxygen must be larger than 1%.
Space Age does not have this restriction, and the mod correctly fixes it.
Tried adding lines that fix min oxygen to 0% results in mod conflicts.
Conclusion: If you are running planet/overhaul mods this mod might not work for you
