When Anti-Freeze pipes ( https://mods.factorio.com/mod/better-thermal ) and Flip dots are installed, this causes an error on flip dots' side :

Failed to load mods: Error while running setup for entity prototype "lamp-flip-dot" (lamp): next_upgrade target (switch-flip-dot) must have the same collision mask.

Mods to be disabled:
• flip-dots (0.0.8)

Tested with only these two mods (and the prereqs)

I have no problem loading the two mods at the same time. Perhaps Anti-Freeze pipes has been updated since your report and no longer triggers the problem.
