The transmutation device is currently not copyable/blueprintable or deconstructible by bots. Comments in the lua file mention the prototype copied from the market, and right now the only way to place a transmutation device is by hand. Since hundreds of transmutation devices might be needed to craft the legendary fish, I don't think this is intended behavior.
