Tried to have a pond with 4 fish, after 2 days not a single extra fish. Another with exactly 100, a week later again not a single extra fish. Also I'm not sure you accounted for this but fish that are outside the player range stop moving altogether to save on ups, just like biters, so they will never be able to collide and thus breed with one another.
