I don't get this error when starting factorio, i have the zipped file and also the unpacked directory, maybe this makes any difference.

Strange, i tried it now with just the 2.0.3 zip file, the error still does not pop up here,

Also strange,i checked the previous version 2.0.2, it had the same format of the changelog.txt file.
No empty first line or the line with the "----"

that error only shows in the factorio-latest.log

you can also se if the chnagelog button is greyed out but that i believe you already know.
