Turns out that removing Far Reach from a save file doesn't remove the bonuses it gives - is it possible to change this mod so that its changes don't persist after removing it?

indeed I didn't think about that case. I don't think that this is something I can solve, because once the mod is removed no code of the mod will run.

However you could use the following workaround: Install far reach again and load your save, go to the mod settings, reduce the bonus it gives you to 0, save the game and then uninstall the mod.
