Sorry I never got back to you. I thought I had some code to prevent enabling the minimap if it was disabled, but there's a bug(s), mostly since 2.0, where if one changes into map view stuff it actually changes map view settings "silently", which my mod was not expecting, and does not respect. If I implemented the fix for the situation, it might fix this case.
