When you distribute Research bottles over the labs you always refill the potions so you can cheat science.

Can confirm. If you have a partially-used science pack in any inventory, and CTRL+click-drag to distribute more of the same kind of pack into that inventory, it will "top off" the partial pack in addition to adding all of the other packs.

I can also confirm that this not only works with science packs also anything else with durability or some other form of partial quantity, such as repair packs and ammo, and anything that has been damaged. This means if something has a lot of HP, but is severely damaged, a quick way to repair it is to pick it up, even distribute it into a chest, collect it back out, then place it back down, and it will be fully repaired.
