Iin 2.1 I can place the early foundation on some shallow oil tiles, but not others. when i try a pop up dialong appears that says "Foundation is needed to fill Oil Ocean 2" which is the same error on Deep ocean (with the name changed). the Oil Ocean 2 looks the same as shallow oil that it can fill.
