yes and no. Yes, you can disable all simulations in the game.
This mod when used as a library (second sentence of the description) can be used to disable the simulations provided by Wube but keep all additionally added simulations working. If used with 2.0 it can be configured to e.g. disable all simulations provided by elevated-rails (like the one where three trains cross each other at the same time) but keep the ones from space-age (which use elevated-rails like on gleba) active.
