It seems to be dectorio, what's the change?

looking at the code, it seems like this exactly the same as dectorio, except all the settings are off by default

This mod is really stupid. I was hopeful that it was something interesting or useful, maybe extending Dectorio in some way. But no. :-(

I see the possible use case. If you're near the limit for tiles, add Dectorio, and it exceeds the limit, you have no way to disable things (the game won't start).
If everything is disabled, you can start the game an enable only the things you need.
