I'm having the same issue. I'm able to create and place the wire pole, but I'm not seeing the Circuit Chip Advanced Combinator in my list of things to build. It is listed in the tech tree that I've researched it though
Circuit Chip Advanced Combinator only shows up in new games. Saved games, the combinator does not appear in menu but the pole does (this is after circuits have already been researched)
