Adds a 'Research Admistration' building that can be sent circuit network signals to control the research queue.

Hyped to try this out, but I get a crash on startup with the fluent emoji mod - there's probably a conflict in the virtual signals added or something

It looks like the issue was a badly-namespaced global variable. I removed it and I can now load both mods. Keep in mind this is brand new, so I don't promise there aren't other undiscovered bugs.
